| Cellnex-Hutchison tower deal passes final merger control hurdle
Antitrust & Merger Following an in-depth investigation, the UK competition authority cleared Cellnex's acquisition of passive mobile network infrastructure assets in the UK from CK Hutchison, subject to structural remedies. The transaction is part of a 2020 agreement for Cellnex to acquire around 25,000 Hutchison sites in six European countries for a total of €10bn. |

| US trade representative raises concerns about Canada's Digital Services Tax Act
Digital Economy The Office of the US Trade Representative (USTR) raised "serious concerns" about Canada's proposed Digital Services Tax Act (DST). Canada plans to impose a 3% tax on Canadian revenue from certain digital services, payable by foreign or domestic entities with global and Canadian revenues above given thresholds. The USTR called for Canada to abandon its unilateral plans and to focus instead on the OECD's efforts to set up a global tax regime for multi-national companies. |

Media The European Audiovisual Observatory discussed with media experts how best to ensure the independence of public service media in Europe in view of the upcoming legislative proposal by the European Commission. Experts agreed that stable funding, a future-proof remit, independent media regulators and safe working conditions for journalists are key factors to secure independence. |

| Denmark adopts new data retention rules
Digital Economy The Danish Parliament adopted a new data retention law. The new rules, which have not yet entered into force, will align the Danish data retention regime with the case law of the Court of Justice of the EU. General and indiscriminate data retention will be allowed only when there is a serious threat to Danish national security. In other situations, providers of electronic communications services, including over-the-top communication services, may carry out only targeted data retention. |
