European Commission adopts rules on access to and reuse of high-value datasets under the Open Data Directive

The Commission published an implementing regulation laying down a list of specific high-value datasets (HVDs), as defined in the Open Data Directive (ODD), and the arrangements for their publication and reuse. The HVD implementing regulation will establish the list of HVDs which belong to the six thematic categories already set out in the ODD and held by public sector bodies.

European telecoms groups seek to create digital advertising joint venture

Deutsche Telekom, Orange, Telefónica and Vodafone notified to the European Commission their proposed joint venture which would offer a digital identification solution to be used for online advertising. The Commission has until 10 February 2023 either to clear the transaction or launch an in-depth phase II merger control investigation.

Spanish city proposes special tax on e-commerce delivery companies

The Barcelona city council approved a proposal to impose a special tax on large e-commerce delivery companies. The proposed TREC (tasa de reparto e-commerce or e-commerce distribution tax) would aim to avoid congestion and pollution in the city, as well as ensuring that e-commerce businesses do not enjoy an unfair advantage over businesses based physically in the city.

Uruguay plans 3.5 GHz spectrum assignment

The Uruguayan Government plans to auction the 3.5 GHz band for 5G services. Licences will have a 25-year term, a reserve price of US$28m per 100 MHz and will include coverage obligations. In addition, the Government allowed existing mobile operators to renew their spectrum licences in the 850 MHz, 1800 MHz and 1900 MHz bands that expire between 2022 and 2024. The mobile operator Claro raised some objections about the renewal fee and the reserve price for the auction being too high.
