New guidelines for AI based decisions in the public sector in the Americas
Digital Economy Argentina, Canada and Peru published recommendations and guidelines on the use of artificial intelligence (AI) by the public sector, consisting mainly of ethical principles and transparency requirements to minimize risks associated with the use of automated-decision making in the public sector. In Argentina, the document provides theoretical and practical tools for the use of AI in the public sector. In Canada, the Government updated rules applicable since April 2020, expanding their scope and adding new measures for explanations, bias testing, data governance, gender-based analysis and peer review. In Peru, the Government established specific principles, definitions and objectives to promote the use of AI within the national process of digital transformation. |

Global Trends The government of Rwanda approved a national artificial intelligence (AI) policy. This report highlights the national policy's mission of leveraging AI to spur economic growth, improve quality of life and position Rwanda as a global innovator for responsible and inclusive AI. The policy was developed by the Ministry of Information, Communication Technology and Innovation (MINICT) and the Rwanda Utilities Regulatory Authority (RURA) with support from foreign organisations specialised in AI. Besides Rwanda, only a few countries in Africa have so far developed national AI policies or strategies. |

Sustainability The revision of the EU emissions trading scheme entered into force on 5 June 2023. A few weeks earlier, the carbon border adjustment mechanism regulation also entered into force. Both systems apply carbon pricing, which aims to change the affected industries' consumption choices towards a low-carbon approach. |
