Elisa Estonia contested Estonian telecoms’ security provisions that label Huawei as a high-risk vendor. An Estonian administrative court in Tallinn requested a preliminary ruling from the Court of Justice of the EU. In Estonia there is an authorisation regime for hardware and software deployed in fixed and mobile networks. In November 2022 the regulator issued an authorisation to Elisa that sets time-limits for the phasing-out of deployment of Huawei products.

Postal
The Spanish state will increase the level of financial compensation for the provision of the postal universal service to Correos, the universal service provider, under a new strategic framework agreement covering the years 2024–2028. Correos will continue as the universal service provider after 2026. The framework also foresees the provision of new services by the provider, an operational transformation programme and new conditions for postal workers.

Sustainability
International law requires countries to adopt a due diligence approach in taking measures to protect the marine environment from the harmful effects of climate change. The International Tribunal for the law of the sea delivered an advisory opinion on 21 May 2024, which is binding on all 170 signatories to the United Nations Convention on the Law of the Sea, and which may inform and set a precedent for future similar legal actions.
