Antitrust & Mergers

The authority suspects that Temu's terms and conditions for sellers include "illegal requirements for the sellers' pricing". Through such requirements, Temu may be "influencing the sellers' pricing" and "possibly setting the final selling prices itself".

Telecoms

The US telecoms regulator, the Federal Communications Commission (FCC), repealed 386 rules across 89 provisions of the US Code of Federal Regulations related to fixed telecommunications technology, services, and programmes. The official reason for the repeals is that the rules applied to "obsolete technology, are no longer used in practice by the FCC or carriers, or are otherwise outdated or unnecessary."

Postal

The European Commission is calling for inputs until 14 November 2025 on a proposed new EU Delivery Act, which would replace or possibly supplement the existing EU rules governing the postal sector. The most ambitious of the three options put forward in the call for evidence would focus on the delivery of goods and could apply to all delivery and e-commerce services.

Media

The Commission published its guidance on the Political Advertising Regulation on 8 October 2025. The regulation applies in full as of 10 October 2025. The non-binding guidance aims to help navigate the EU's new transparency rules. It also sheds light on when online platforms fall within the scope of the regulation.

Sustainability

Stakeholders at a BEREC workshop agreed that there is generally insufficient data on the environmental impacts generated by satellite systems and services. While the proposed new EU Space Act aims to introduce regulation on the environmental impact of satellite operators, in practice, the focus for the industry has been much more on safety measures, such as the prevention of collisions and the avoidance of space debris.

Direct-to-device satellite services in the Americas and in Europe

Telecoms & Spectrum
D2D services provide satellite connectivity directly to mass-market mobile handsets. These services are also referred to as direct-to-cell (D2C) or direct-to-handset (D2H).

Cullen International has recently published research on the regulatory frameworks for D2D services in the Americas and Europe. In the Americas, a new benchmark analyses the regulatory conditions for D2D services in terrestrial IMT bands across 11 countries. In Europe, a new Spectrum Benchmark reviews similar regulatory conditions across 21 countries, complemented by a new Telecoms Tracker covering satellite connectivity regulation at EU level — including D2D, the planned IRIS² satellite constellation, the 2 GHz MSS spectrum band, and EU preparations for WRC-27.

Non-clients can request access to (extracts of) the research via the button.
