Digital Economy

With its Digital Omnibus proposals, aimed at simplifying existing EU digital rules, the European Commission proposed delaying the application of the AI Act provisions for high-risk AI systems, currently set to take effect in August 2026, by up to a maximum of 16 months. New rules to facilitate the processing of personal data in the context of AI model training would be introduced. The European Parliament and Council will have to agree on the draft amendments.

     

Media

On 19 November 2025, the EU General Court dismissed the action initiated by Amazon in July 2023 challenging the Commission's designation of the marketplace Amazon Store as a very large online platform, under the Digital Services Act. The court also ruled that some of the key provisions of the DSA are in line with EU law.

Media

On 12 November 2025, the Commission published the results of its evaluation of the interplay between the Digital Services Act and 54 other EU laws. While the report shows "overall complementarity in the majority of cases", it identifies areas of potential legal uncertainty and undue compliance burdens. The Commission commits to consider these findings in the reviews scheduled for next year (e.g. of the copyright and audiovisual media EU laws) and in the upcoming proposal for a Digital Fairness Act.

     

Telecoms

The EU's spectrum advisory body, the Radio Spectrum Policy Group (RSPG), published a key opinion on the future of the upper 6 GHz band in the EU and indicated its plans to adopt opinions on a 6G spectrum roadmap, alternative uses of the sub-700 MHz band and the EU position for the World Radiocommunication Conference 2027 (WRC-27) during 2026 and 2027. The European Commission also began preparations for the common position on WRC-27 with a stakeholder workshop to identify key issues and help solidify a European strategy for the negotiations.

     

Sustainability

The European Parliament reached a majority position on the Omnibus proposal. Parliament voted for a further reduction in the scope of the CSRD, going beyond the exclusions proposed by the Commission and the Council. Parliament also voted to remove the transition plan required under the CSDDD and to replace the mapping obligations with a risk-based approach for identifying and assessing adverse impacts.
