Digital Economy

The new Cybersecurity Act and an ordinance designating NIS2 competent authorities will enter into force on 15 January 2026. PTS, the national telecoms authority, will specify the measures that telecoms providers and digital entities (e.g. cloud, data centres) should implement to meet the obligations of the act. For digital entities, these measures might apply in addition to the Commission’s Network and Information Security Directive (NIS2) implementing act.

     

Telecoms & Digital Economy

A draft royal decree on network security and resilience would impose detailed security risk-management, incident reporting and service continuity obligations on operators of public electronic communications services and networks that meet certain criteria, and also on underlying digital infrastructure such as data centres.

Postal

The Norwegian government is consulting until 20 January 2026 on proposals for a new postal law. The main proposed changes include: removing detailed requirements governing the universal service; providing for the protection of minimum levels of service through more flexible “mitigating measures” removing the distinction between the universal service provider and other postal providers; and adding a new requirement for access to parcel lockers. 

Postal

Following a review of the USO by AGCOM, the postal law was amended, including to: exclude priority mail from the USO; widen the definition of access points to include third party locations; set the quality standard for USO mail of D+5; remove the possibility of financing the USO through a compensation fund; increase the level of possible fines; and extend the designation of Poste Italiane as the USO provider.

     

Sustainability

On 1 January 2026, Cyprus took over for the next six months the presidency of the Council of the EU. The new presidency will promote the green transition and address climate change as the EU's two main environmental priorities. The EU will advance the implementation of the EU Green Deal policy initiatives as well as the environmental omnibus package. Council discussions are expected on the preparation of the upcoming Circular economy act.
