Antitrust & Mergers According to European Council president António Costa, EU leaders want more room for consolidation in telecoms, tied to a "social contract" on investment and innovation. However, recent remarks by competition commissioner Teresa Ribera and officials at the Commission's DG Competition suggest scepticism toward several aspects of Mr Costa's message.

Media The position, adopted on 11 March 2026, restricts voluntary detection to previously identified child sexual abuse material, unknown material flagged by other users, and the targeting of suspects. The position also clarified that the derogation of the e-Privacy Directive should not apply to end-to-end encrypted communications. Trilogue negotiations can now start.

Media The own-initiative resolution, adopted by a large majority on 10 March 2026, finds the current EU legal framework ill-suited to licensing copyrighted works for AI training. The resolution calls for a clearer and more predictable legal framework on licencing, the development of a functioning licensing market, and effective enforcement mechanisms.

Global Trends The Association of Southeast Asian Nations (ASEAN) has endorsed a new policy framework aimed at advancing cloud computing infrastructure and service adoption within the 11-member bloc. ASEAN member states (AMSs) expect that the establishment of trusted data corridors (TDCs) will "catalyse" binding bilateral or multilateral agreements on cross-border data flows. No specific TDC agreements between AMSs have been announced yet.

Telecoms In its comments on the Italian regulator AGCOM's analysis of the fixed broadband markets, the European Commission said that "notwithstanding the formal structural separation [between FiberCop and TIM], the close and long-term contractual relationship between the parties calls for appropriate safeguards."

Postal Luxembourg's postal regulator has issued a formal warning to parcel operator Mondial Relay after the company failed to submit required postal statistics for 2024 within the prescribed deadline. The regulator's decision to warn the operator formally followed several reminders and the opening of a formal enforcement procedure.
