Telecoms

Amazon announced it agreed to acquire Globalstar in a cash-and-stock transaction valued at approximately US$11.57bn. The deal gives Amazon ownership of Globalstar's entire satellite fleet, ground infrastructure, and (most importantly) its portfolio of global spectrum licences. The transaction is expected to close in 2027, subject to regulatory approvals across multiple jurisdictions and the achievement of specific satellite deployment milestones.

     

Antitrust & Mergers, Digital Economy, Sustainability, Telecoms

Final agreement on the Digital Networks Act (DNA) is foreseen for 4Q 2027. Agreement on the Cybersecurity Act 2 (CSA2) would be expected earlier, in 4Q 2026. The review of EU merger guidelines must also be finished by end 2026.

Antitrust & Mergers

Despite initial competition concerns relating to the TV advertising market, the Commission concluded that the transaction was unproblematic. This is mainly because the parties are not close competitors and face increasing competitive pressure from global streaming platforms.

Sustainability

The proposed regulation sets out a common framework to calculate greenhouse gas emissions for freight and passenger transport services that start or end in the EU. The regulation would not make GHG reporting mandatory but would require organisations that do report on their emissions to comply with these rules for the calculation of their GHG emissions, output data and the verification of such data.

     

Postal

Belgium's parcel locker networks are expanding rapidly but stakeholders point to uneven deployment and limited interoperability. This was reflected in a communication published by the postal regulator BIPT, which also included several proposals aimed at improving the functioning of the parcel locker market in Belgium.
