Antitrust & Mergers

The draft guidelines, open for consultation until 26 June 2026, would mark the most significant overhaul of the European Commission's merger assessment framework since the adoption of the EU Merger Regulation in 2004. This report examines the implications for telecoms mergers between mobile network operators and for transactions in digital markets.

     

The European Commission concluded that Meta was in breach of the risk mitigation obligations under the Digital Services Act for failing to prevent minors under 13 from using Instagram and Facebook. Meanwhile, the Commission has adopted a non-binding recommendation calling on member states to make available by the end of the year an EU age-verification solution.

Telecoms

The Mexican federal government launched the 2026–2030 National Connectivity Plan (PNC). The PNC is the state's main policy framework for achieving universal, affordable and high‑quality internet access for the entire population, particularly for vulnerable groups and underserved areas. The PNC's design and implementation are required by federal law since 2025.

Media

Cullen International's updated benchmark shows the state of play of debates and initiatives on banning access to social media to protect minors. Two related benchmarks have also been updated, tracking national initiatives on age-verification systems (and technical solutions) to control or restrict minors' exposure to harmful content on platforms, and other initiatives to protect minors from exposure to adult content.

     

Spectrum

Conatel, the Paraguayan regulator, is consulting until 15 May 2026 on draft rules to award 200 MHz in the 2.3 and 3.5 GHz bands. The draft rules are similar to those used in recent awards but put a stronger focus on social obligations and strengthening the backbone network.

     

Sustainability

The nature and tone of questions posed by MEPs to the European Commission on sustainability topics has evolved over time, particularly between the two von der Leyen administrations. During the start of the second von der Leyen Commission, while many questions remained supportive of the Green Deal, there was a clear increase in scepticism compared with the end of the first von der Leyen Commission.
